Housing Starts Fall to Lowest Level on Record

Housing starts fell 16 percent in December to an annual rate of 550,000 units that was the lowest on record. For all of 2008, total starts dropped 33 percent to 904,300, down from the previous year's 1.335 million. Building permits fell 11 percent in December to a 549,000 annual rate.
