E-mail Our Editor In this issue: Housing Starts and Permits Fall to Record Low LevelsHousing starts fell by 4.5 percent in October 2008 to an annual rate of 791,000, the lowest since records were kept beginning in 1959. Authorizations for building permits tumbled 12.0 percent to a 708,000 pace, the lowest since the 1960s.
