Total housing starts fell nearly 19 percent in November 2008 to a seasonally-adjusted 625,000 units, the lowest level since the Commerce Department started collecting these data. Single-family starts also fell to an all-time low of 441,000 units in November, representing a decline of 17 percent from the previous month. Starts declined in all four Census regions, led by a 35 percent drop in the Northeast. Building permits, an indicator of future housing activity, declined 15.6 percent between October and November to an annual rate of 616,000.
