Housing starts fell by 4.5 percent in October 2008 to an annual rate of 791,000, the lowest since records were kept beginning in 1959. Authorizations for building permits tumbled 12.0 percent to a 708,000 pace, the lowest since the 1960s. Construction of new single-family homes dropped 3.3 construction of new single-family homes dropped 3.3 percent between September and October to a 531,000 annual rate, while multifamily starts contracted by 6.8 percent to a 260,000 level.
