Canadian Government Gives in to U.S. Demand for Negotiated Lumber Agreement
Representatives of the U.S. and Canadian governments signed a negotiated agreement on Sept. 12 that would settle the ongoing dispute concerning duties on imported Canadian softwood lumber. This managed trade agreement would create a complex system of quotas and new tariffs that would artificially inflate lumber prices during periods of normal or weak demand. The new system also is expected to increase volatility in the lumber market.

In the face of this agreement, NAHB is doing all it can to see that builders receive a reliable and affordable supply of lumber by working to increase imports from Europe and mitigate any policy barriers to a higher volume of imported lumber.

Legislative: Feingold Bill Would Expand Federal Housing Help to Gulf Region
Sen. Russ Feingold (D-WI) has introduced a bill (S.3889) that would, if passed, authorize $200 million for 13,500 HUD housing vouchers for rebuilding rental housing over the next two years in regions affected by hurricanes Katrina and Rita. At least a quarter of the units that would result would be affordable to the very-low or extremely-low income population. The bill also would authorize an additional 4,500 project-based housing vouchers for permanent housing for the disabled, elderly, and those homeless before the hurricanes. Finance: Hearings on Commercial Lending Raise Multifamily Questions
At a recent hearing before the House Financial Services Committee, the topic was the Basel II accord, a group of proposed international banking guidelines. Subcommittee Chair Spencer Bachus (R-AL) raised specific concerns about commercial lending, noting that excessively tight banking standards could have a chilling effect on the economy.  Rep. Barney Frank (D- MA), the ranking Democrat, raised concerns about putting lending for multifamily housing into the same category as riskier commercial loans, a concern raised by NAHB in its comment letter to the committee.

NAHB’s letter also addressed the problems raised by the proposal to raise capital requirements for Acquisition, Development & Construction loans. John Reich, chair of the Office of Thrift Supervision, seemed to concur that the proposals needed some modification, specifically citing Rep. Frank’s concern about the advisability of putting multifamily loans into a different category from other commercial loans. For more information on these hearings, e-mail Donna Ely at NAHB. Multifamily Entries Welcomed in Green Building Awards Competition – Dec. 29

Multifamily builders, developers and architects can enter NAHB’s National Green Building Awards, which recognize individuals, companies and organizations for helping to move green into the mainstream of the housing industry through their designs and construction practices
New this year is a green land development award, which honors resource-efficient site design and development practices, including onsite recycling, preservation of trees and innovative storm water retention features. And the awards include a category honoring Multifamily achievement.
The annual awards will be presented during ceremonies at the association’s National Green Building Conference, which will be held in St. Louis on March 25 to 27.
