Marvin Gilman Scholars Fulfill Donor’s Vision
Dr. Andrew Carswell, an assistant professor of housing at the University of Georgia, believes he has “the greatest job in the world.” Carswell teaches housing courses at all levels for the University of Georgia’s Department of Housing and Consumer Economics and is currently developing a residential property management program, and its accompanying needs assessment, for the university.

| Carswell earned a Ph.D. in urban affairs and public policy from the University of Delaware, where he was the 1997-98 Marvin S. Gilman/ National Housing Endowment Scholar in U.S. Housing and Urban Policy.
Marvin Gilman, an economist, developer and home builder, was a tireless advocate for fair and affordable housing until his death in 1998. He also was appointed by President Jimmy Carter to serve on the board of directors of Fannie Mae, where he served several terms.
A University of Delaware professor for 20 years, Gilman taught housing finance, housing and land use planning and administrative law. He also was a steadfast promoter of the National Housing Endowment, the philanthropic arm of NAHB.
The Marvin S. Gilman/National Housing Endowment Scholarship is awarded to graduate students whose commitment to housing research best exemplifies Gilman's dedication to strengthening housing and national housing policy.

“I feel sorry for all of the subsequent winners of the Gilman/National Housing Endowment Scholarship who will never have the chance to know him,” Carswell said of Gilman. “He worked tirelessly for low-income housing interests while also being a businessman and an educator. It is rare to see someone of his ability, acumen and passion in one package.”
Like Carswell, most of the Gilman scholars who have completed their education are still in the housing field.
Recent recipients include:
- Jeffrey Kerrigan (1999-2000), who works for Training & Development Associates, a housing and community development consulting firm
- LaTina Denson Dawkins (2000-01), the planning and economic development director for Inkster, Mich.
- Michael Howell-Moroney (2001-02), an assistant professor of government and public service at the University of Alabama – Birmingham
- Todd Collins (2002-03), of Ferris Properties, Inc.
- Cara Armbrister (2003-04), executive director of the Homeless Planning Council of Delaware
