HUD Web Site a Clearinghouse for Regulatory Concerns

Home builders and other NAHB members who encounter challenges in dealing with regulatory obstacles to their businesses are being encouraged to share their regulatory problems and solutions.

NAHB worked with HUD last year to develop the Regulatory Barriers Clearinghouse for local government officials and builders to air their concerns about regulatory impediments to home building. Hosted on the HUD USER housing research Web site, the clearinghouse is intended to provide support for the housing industry.

The clearinghouse is aimed at identifying barriers in the following areas:

  • Tax policy
  • Land use controls
  • Zoning ordinances
  • Building codes
  • Fees and charges
  • Growth controls
  • Other policies that affect return on investment

In addition to providing a resource for identifying and sharing regulatory obstacles, the Web site also contains a database, an electronic newsletter and a toll-free hotline (800-245-2691, Option 4). All three are good sources of information on affordable housing laws and policies and especially for regulatory solutions that have been developed and codified across the country.

Builders can contribute their regulatory challenges and solutions to the clearinghouse by e-mail. They should describe the barrier to affordable housing they encountered and how they responded to it, including supporting materials — especially Internet links to the enabling regulation.
