Builders Prepare for ICC Code Hearings

With the first code change cycle for the 2003 edition of the ICC (International Code Council) model codes well underway, NAHB's Construction, Codes & Standards staff met with more than 25 NAHB members last week to review some 1,400 proposed amendments to the codes and determine positions the association should take when the proposals are heard before ICC code development committees next month.

The committees are responsible for making preliminary decisions to approve or deny the proposed amendments. The hearings will run from Sept. 5-14 in Nashville.

The ICC suite of model codes is comprised of 14 individual model codes that are amended during back-to-back 18-month cycles.

These cycles, which are quite intensive, include the development of proposed amendments, public review and comment periods, two sets of hearings and the development of testimony for those hearings.

Actions at the September hearings will be followed by public review and comment and then final hearings will be held next May.

NAHB actively participates in every stage of the cycle; 10 representatives of the associatioin serve on six key ICC committees that act on the proposed amendments. Preventing unwarranted, costly code requirements is a continuous battle for NAHB and a core function of NAHB’s Construction, Codes and Standards Department.
